Regolamento
Premessa
PadovaCiak è un concorso video organizzato nella città di Padova che ha come obiettivo quello di valorizzare i quartieri della città attraverso la produzione di cortometraggi.
Lo scopo di questo concorso è quello di rendere i quartieri della città di Padova più vivibili e vicini al cittadino, facendo in modo che ogni quartiere possa essere meglio conosciuto e valorizzato e che inoltre si possano vivere dei momenti di divertimento e di aggregazione.
La gara è rivolta a tutti gli appassionati di cinema che, sulla base di alcuni elementi che verranno comunicati a inizio gara, riescano a realizzare in sette giorni un cortometraggio che contenga gli elementi indicati.
Possono partecipare singoli, troupes già formate, associazioni, scuole, ecc.
Art. 1 – Il concorso
Possono partecipare alla gara sia troupes che singoli.
La gara è aperta a persone di ogni età; i minori devono essere autorizzati da un genitore o da chi ne esercita la patria potestà.
Art. 2 – La gara
La gara ha ufficialmente inizio il giorno della Starting Line la cui data e ora verranno comunicate alle troupe iscritte e pubblicate sul sito internet www.padovaciak.it e sulla pagina Facebook.
Ogni troupe ha a disposizione 7 giorni di tempo a partire dalla Starting Line. Il giorno della Starting Line verranno estratti i seguenti elementi:
- Un argomento che sarà il tema del corto
- Il dialogo di una famosa scena di un film che dovrà essere integralmente, fedelmente ed alla lettera riprodotto senza alcun tipo di alterazione. Nella riproduzione è consentito esclusivamente l’eventuale scambio di genere (es.: dialogo originale recitato da attore e dialogo riprodotto nel corto recitato da attrice, voce fuori campo).
- Un particolare della città di Padova che dovrà comparire nel corto sotto forma di filmato e NON sotto forma di fotografia o immagine statica
- Ogni troupe dovrà, prima dell’estrazione degli elementi, scegliere il quartiere (vedi art. 11) in cui ambientare il corto. Il quartiere DEVE essere indicato nei titoli di testa (vedi art. 3).
Il referente dovrà essere indicato in fase di iscrizione al concorso. Durante la Starting Line verranno ribadite le regole della gara, verrà data pubblica lettura al regolamento e chiariti eventuali dubbi. Saranno, inoltre, specificate la data e le modalità di consegna delle opere.
Data e luogo della Starting Line verranno comunicate via email ai referenti delle troupe iscritte e saranno pubblicate sul sito internet www.padovaciak.it e sulla pagina Facebook.
Art. 3 – Caratteristiche del video
Il cortometraggio dovrà obbligatoriamente contenere tutti gli elementi (tema, particolare della città e citazione) indicati il giorno della Starting Line.
Ogni film dovrà essere ambientato nel quartiere (vedi art. 11) dichiarato in fase di iscrizione al concorso, e questi dovrà essere indicato nei titoli di testa del film.
La durata complessiva del film, titoli di testa e di coda inclusi, non potrà superare i 7 minuti.
Prima dell’inizio del film è obbligatorio includere le seguenti informazioni:

Si consiglia di inserire 5 secondi di nero prima del filmato.
Non possono essere utilizzati filmati di archivio.
Tutti i dialoghi recitati in una lingua diversa da quella italiana dovranno essere sottotitolati in lingua italiana. I sottotitoli saranno stampati sul video direttamente tramite il software utilizzato per il montaggio e non escludibili.
Art. 4 – Consegna dei filmati
I cortometraggi finiti devono essere consegnati obbligatoriamente entro la data e ora indicata nelle modalità che verranno definite il giorno della Starting Line.
La consegna dei film dovrà essere effettuata in un formato a scelta tra:

Mp4/mpeg
Tutti i film consegnati oltre la data e ora comunicate il giorno della Starting Line non saranno ammessi al concorso.
Tutti i film che, per qualsiasi motivo, non saranno visualizzabili (file danneggiato e/o corrotto o formati differenti rispetto al regolamento, audio irregolare) verranno squalificati.
Dopo la consegna del film, la troupe non potrà ritirare il film dal concorso.
Art. 5 – Licenze
Durante la Starting Line verrà richiesto ad ogni referente delle troupe di compilare e sottoscrivere digitalmente un form con le liberatorie. I dati raccolti tramite form verranno custoditi dall’Associazione Culturale Pluriart, che ne è responsabile, ed utilizzati per i soli fini collegati allo svolgimento del concorso denominato “PadovaCiak 2026”.
Nessun cortometraggio sarà proiettato né potrà partecipare all’assegnazione dei premi in palio in mancanza delle liberatorie firmate.
La liberatoria (il cui fac simile si trova in appendice A) dovrà essere consegnata firmata dal referente troupe.
Si consiglia vivamente di utilizzare musiche in licenza creative commons o prive di diritti d’autore. In caso contrario è fatto obbligo alla troupe di produrre prova del possesso dei diritti in fase di consegna del filmato, nonché di indicare nei titoli di coda il tipo di licenza relativo alla musica utilizzata.
Art. 6 – Contenuti
I cortometraggi presentati, per essere ammessi NON devono:
- contenere materiale pornografico
- contenere riferimenti razzisti e/o sessisti
- diffamare persone o organizzazioni
- violare la privacy
- violare le leggi vigenti
- contenere materiali di cui i partecipanti non detengono i diritti di utilizzo.
L’organizzazione si riserva il diritto di squalificare i partecipanti e i cortometraggi che non rispettino le regole sopra elencate. È comunque insindacabile diritto dell’organizzazione escludere/squalificare un corto/troupe con debita motivazione ove venga rilevata una violazione del regolamento o un comportamento illecito.
Art. 7 – Iscrizione
Per iscriversi è necessario seguire le istruzioni presenti all’indirizzo www.padovaciak.it fornendo le seguenti informazioni:
- nome della troupe
- referente della troupe (nome, cognome, email e telefono)
- accettazione del regolamento
Il pagamento DEVE essere effettuato in fase di iscrizione o bonifico bancario alle coordinate indicate nell’apposito form presente nel sito di PadovaCiak.
La quota di partecipazione è fissata per singola troupe in 20 € (per i soci dell’Associazione). La tessera associativa dell’anno 2026 è di € 10.
L’iscrizione si ritiene formalizzata solo se il pagamento della quota è andato a buon fine secondo le modalità indicate nel sito di PadovaCiak.
È sufficiente che sia tesserato solo il referente troupe. Per coloro che ne fossero sprovvisti e/o tessera scaduta, è necessario procedere all’iscrizione all’Associazione al costo di euro 10,00. La tessera è acquistabile durante l’iscrizione a PadovaCiak contestualmente alla stessa.
L’organizzazione si riserva di chiudere le iscrizioni qualora si dovesse raggiungere un numero troppo elevato di troupes partecipanti. Eventuali troupe eccedenti potranno essere ammesse con riserva e si potranno iscrivere direttamente il giorno della Starting Line nel caso in cui qualche troupe non dovesse presentarsi o dovesse ritirarsi.
Il rimborso dell’iscrizione e della tessera associativa non è esigibile per alcun motivo.
Le attrezzature per la ripresa e per il montaggio sono interamente a carico delle troupes così come eventuali permessi per occupazione di suolo pubblico. Si possono utilizzare videocamere di qualsiasi tipo. Sono ammesse anche fotocamere e videofonini a condizione che il cortometraggio finito soddisfi i formati e i requisiti indicati nelle pagine precedenti.
Art. 8 – Criteri di esclusione
Saranno dichiarati “fuori concorso” e non parteciperanno ai premi indicati nell’art. 9 i video rientranti nelle seguenti casistiche:
- La frase del film estratto NON viene recitata integralmente o si omettono o modificano le parole.
- La consegna del film avviene oltre la data/ora indicata durante la Starting Line.
- Il film supera i 7 minuti (titoli di testa e di coda compresi)
- Le musiche utilizzate NON sono rilasciate in licenza creative commons o public domain, non se ne posseggono i diritti oppure non sono state indicate nei titoli di coda.
- Il film non tratta il tema estratto
- Il film non presenta all’inizio del corto quanto indicato nel fac-simile presente all’art. 3
Si consiglia, prima di consegnare il corto di verificare le indicazioni presenti nell’appendice B per evitare di andare fuori concorso
Art. 9 – Premi
Tutti i cortometraggi (ad esclusione di eventuali corti che violano l’art. 6 del presente regolamento) parteciperanno alla serata finale del Festival.
Per i video che non rientrano tra gli esclusi (vedi art. 8) verranno assegnate le seguenti tipologie di premi:
- Premio della Giuria
- Premio speciale Pluriart
- Premio del Pubblico (ad insindacabile giudizio degli organizzatori, è possibile ammettere a questo premio eventuali cortometraggi fuori concorso)
- Premio miglior attore (targa)
- Premio migliore attrice (targa)
- Premio del Migliore Foto Backstage (regolamento in appendice C)
La Emera Film (nota casa di produzione e post produzione cinematografica) si riserva il diritto di selezionare un cortometraggio, tra quelli presentati, che a suo insindacabile giudizio (e SOLO per i film in concorso) risulti essere particolarmente idoneo alla distribuzione VOD e ne curerà gratuitamente l’uscita, inoltre qualora la produzione fosse interessata può offrire anche il servizio di comunicazione, ufficio stampa e distribuzione festivaliera ad una tariffa ridotta.
L’associazione Pluriart, organizzatrice e ideatrice del concorso, premia il progetto e consegna i suddetti premi al referente (o ad un suo delegato) quale rappresentante estemporaneo della troupe. Pertanto declina ogni responsabilità sulla destinazione effettiva dei premi e sulla loro eventuale suddivisione presso la troupe che presenta il progetto.
Art. 10 – Note legali
L’organizzazione non è in alcun modo responsabile per danni causati o subiti dai partecipanti alla gara.
Per cause di forza maggiore, per problemi tecnico-organizzativi o in caso di situazioni particolari non previste, gli organizzatori potranno modificare il presente regolamento, dandone informazione sul sito ufficiale del Festival.
La partecipazione al concorso implica la completa e incondizionata accettazione del presente regolamento e delle sue eventuali successive modifiche.

Regulations
Introduction
PadovaCiak is a video competition held in the city of Padua with the goal of highlighting and promoting the city’s neighbourhoods through the production of short films.
The purpose of the competition is to make Padua’s neighbourhoods feel more vibrant, welcoming, and closer to local residents, helping each area become better known and more appreciated, while also creating opportunities for fun and community connection.
The competition is open to all film lovers who, based on a set of elements revealed at the start of the challenge, are able to create a short film within seven days that includes all required elements.
Individuals, already formed crews, associations, schools, and similar groups may all take part.
Art. 1 – The Competition
Both crews and individual participants may enter the competition.
The competition is open to people of all ages. Minors must be authorised by a parent or legal guardian.
Art. 2 – The Challenge
The competition officially begins on Starting Line day. The date and time will be communicated to registered crews and published on www.padovaciak.it and on the Facebook page.
Each crew will have 7 days starting from the Starting Line. On that day, the following elements will be drawn:
- A topic that will serve as the theme of the short film
- A dialogue from a famous film scene, which must be reproduced in full, faithfully, and word for word, without any alteration. The only permitted change is a possible gender swap in performance, for example: an original line spoken by a male actor may be performed by a female actor in the short film, including as voice-over.
- A specific feature of the city of Padua that must appear in the short film as moving footage and NOT as a photograph or static image
- Before the elements are drawn, each crew must choose the neighbourhood, see Art. 11, where the short film will be set. The neighbourhood MUST be stated in the opening credits, see Art. 3.
The crew representative must be indicated during registration. During the Starting Line, the competition rules will be reviewed, the regulations will be read publicly, and any questions will be clarified. The deadline and submission methods for the completed works will also be specified.
The date and place of the Starting Line will be communicated by email to the representatives of registered crews and published on www.padovaciak.it and on the Facebook page.
Art. 3 – Video Requirements
The short film must include all the elements announced on Starting Line day, namely the theme, the city feature, and the quotation.
Each film must be set in the neighbourhood declared during registration, see Art. 11, and that neighbourhood must be stated in the film’s opening credits.
The total running time of the film, including opening and closing credits, must not exceed 7 minutes.

(*) The specific area may be added optionally, but the indication of the neighbourhood is mandatory.
It is recommended to insert 5 seconds of black before the video begins.
Archive footage may not be used.
All dialogue performed in a language other than Italian must include Italian subtitles. Subtitles must be embedded directly into the video using the editing software and cannot be switched off.
Art. 4 – Film Submission
Completed short films must be submitted by the date and time specified, according to the methods that will be defined on Starting Line day.
Films must be submitted in one of the following formats:

MP4/MPEG
Any film submitted after the date and time communicated on Starting Line day will not be admitted to the competition.
Any film that cannot be viewed for any reason, including damaged or corrupted files, formats that do not comply with the regulations, or irregular audio, will be disqualified.
Once the film has been submitted, the crew may not withdraw it from the competition.
Art. 5 – Releases and Licences
During the Starting Line, each crew representative will be required to complete and digitally sign a form containing the necessary release declarations. The data collected through the form will be stored by Associazione Culturale Pluriart, which is responsible for it, and used solely for purposes connected with the organisation of the competition called “PadovaCiak 2026”.
No short film will be screened or admitted to prize consideration without the required signed release forms.
The release form, a sample of which is available in Appendix A, must be submitted signed by the crew representative.
The use of music under Creative Commons licence or music free of copyright is strongly recommended. Otherwise, the crew is required to provide proof of ownership of the rights when submitting the film, and must also indicate in the end credits the type of licence related to the music used.
Art. 6 – Content
To be eligible, submitted short films MUST NOT:
- contain pornographic material
- contain racist and/or sexist references
- defame individuals or organisations
- violate privacy
- breach applicable laws
- contain material for which the participants do not hold usage rights.
The organisers reserve the right to disqualify participants and short films that do not comply with the rules listed above. The organisers also retain the unquestionable right to exclude or disqualify a short film or crew, with proper justification, where a breach of the regulations or unlawful behaviour is found.
Art. 7 – Registration
To register, applicants must follow the instructions available at www.padovaciak.it and provide the following information:
- crew name
- crew representative, first name, surname, email, and phone number
- acceptance of the regulations
Payment MUST be made during registration or by bank transfer to the account details indicated in the dedicated form on the PadovaCiak website.
The participation fee is €20 per crew, for Association members. The 2026 Association membership card costs €10.
Registration is considered complete only if the participation fee has been successfully paid according to the procedures indicated on the PadovaCiak website.
It is sufficient for only the crew representative to be a member. Those who do not yet have a valid membership card and/or whose card has expired must join the Association at a cost of €10.00. The membership card can be purchased during PadovaCiak registration at the same time.
The organisers reserve the right to close registrations if the number of participating crews becomes too high. Any additional crews may be admitted conditionally and may register directly on Starting Line day if any crew does not show up or withdraws.
Registration fees and Association membership fees are non-refundable for any reason.
Filming and editing equipment are entirely the responsibility of the crews, as are any permits required for the occupation of public land. Any type of video camera may be used. Cameras and smartphones are also allowed, provided that the finished short film meets the formats and requirements set out above.
Art. 8 – Grounds for Exclusion
Videos falling into the following cases will be declared “out of competition” and will not be eligible for the prizes listed in Art. 9:
- The selected film quote is NOT performed in full, or words are omitted or changed.
- The film is submitted after the date/time indicated during the Starting Line.
- The film exceeds 7 minutes in total length, including opening and closing credits.
- The music used is NOT released under Creative Commons licence or public domain, the crew does not hold the rights, or the music has not been credited in the end titles.
- The film does not address the selected theme.
- The film does not present at the beginning the information indicated in the sample format set out in Art. 3.
Before submitting the short film, crews are advised to check the instructions contained in Appendix B in order to avoid being placed out of competition.
Art. 9 – Awards
All short films, except any films that violate Art. 6 of these regulations, will take part in the Festival’s final evening.
For videos that are not among those excluded, see Art. 8, the following awards will be assigned:
- Jury Award
- Pluriart Special Award
- Audience Award (at the sole discretion of the organisers, short films declared out of competition may still be admitted to this award)
- Best Actor Award (plaque)
- Best Actress Award (plaque)
- Best Backstage Photo Award (rules in Appendix C)
Emera Film, a well-known production and cinematic post-production company, reserves the right to select one short film among those submitted which, in its unquestionable judgment, and ONLY among the films officially in competition, is particularly suitable for VOD distribution, and it will handle its release free of charge. In addition, if the company is interested, it may also offer communication, press office, and festival distribution services at a reduced rate.
Pluriart Association, organiser and creator of the competition, awards the project and delivers the above prizes to the crew representative, or their delegate, as the temporary representative of the crew. It therefore declines any responsibility regarding the final destination of the prizes and their possible internal division within the crew presenting the project.
Art. 10 – Legal Notes
The organisers are in no way responsible for damages caused to or suffered by participants in the competition.
In cases of force majeure, technical or organisational issues, or special situations not foreseen, the organisers may amend these regulations, giving notice on the Festival’s official website.
Participation in the competition implies full and unconditional acceptance of these regulations and of any subsequent amendments.
